In August of 2022 Mr. Sydla was selected as the Naval Sea Systems (NAVSEA) Command Enterprise Information Technology Officer, which includes the duties of the Chief Information Officer for ashore and business systems.
Mr. Michael C. Sydla transitioned to SEA 03 as Division Director of Digital Industrial Operations from SEA 04 in August 2021. In this role, Mr. Sydla is responsible for providing leadership in the Information Technology (IT) arena with responsibilities in IT acquisition management and IT planning, program and budgeting. Mr. Sydla also oversees policy development, system engineering, and promoting operational efficiency within the Naval Sea Systems Command (NAVSEA) Cyber Engineering & Digital Transformation Directorate (SEA 03). Mr. Sydla is responsible for over 105 IT systems and networks and over $100M dollars of sustainment and development funds. He is currently dual-hatted as the Program Executive Office - Manpower, Logistics, and Business Solutions (PEO-MLB) Naval Maintenance, Repair, and Overhaul (N-MRO) lead developing a technical refresh Major Automated Information System (MAIS) program to support all maritime and aviation maintenance.
In 2011, Mr. Sydla was selected as the Deputy Director for Information Management Resources Division (SEA 04I). In 2014, Mr. Sydla was selected to be the Division Director for Information Management Resources Division within Logistics, Maintenance and Industrial Operations (SEA04). In this position, Mr. Sydla matured the IT mission within the shore maintenance community, transitioning from an ad hoc stove-piped organization to a mission partner, centralizing the ship maintenance tool-suite to improve security, and solution delivery.
Mr. Sydla joined the federal civil service in November 2001. Mr. Sydla was assigned as Program Analyst with the Infrastructure and Equipment Branch of NAVSEA 04. Within this role Michael was involved in numerous activities including supporting oversight of the Naval Industrial Reserve Ordnance Plants (NIROPs), NAVSEA Military Construction Program, contracting management, direct support of the RAND study on Workload Analysis for Naval Shipyards, providing infrastructure analysis for NAVSEA BRAC efforts and project management over a number Information Technology programs.
From 1996 to 2001, Mr. Sydla held a number of positions in the private sector focused on the National Defense market space. Mr. Sydla was responsible for project management, onsite customer relationships, business development and external operations with respect to customer engagement.
Mr. Sydla holds a Master’s of Public Affairs in the School of Public and Environmental Affairs (SPEA) from Indiana University and a Bachelor’s of Arts in Economics from the College of William and Mary.
