Mr. Tanner is a native of Jefferson City, MO and a 1991 graduate of the United States Naval Academy, where he earned his Bachelor of Science degree in Mechanical Engineering with honors. Upon commissioning, he served on active duty as a Nuclear Submarine Officer, holding multiple Division Officer roles in USS Drum (SSN-677) and as Lead Tactics Training Officer at Trident Training Facility, Kings Bay GA. During his shore tour he also earned a Master of Business Administration (MBA) from Brenau University. He left active duty and transitioned to the Reserve in 1998.
In his Navy Reserve duties, Mr. Tanner holds the rank of Captain and has served in multiple roles over a 20+ year career. He spent 7 years in the Naval Reserve Research Program, serving in a number of positions including as Assistant Chief of Staff / Chief Information Officer (CIO) and as Commanding Officer of NR ONR/NRL 110 based in Houston, TX. During this time he transferred to the newly created Information Professional community, and in 2005 he was mobilized in support of Operation Enduring Freedom serving within CJTF Phoenix as the Central Corps Advisory Group G6 officer, embedded with the Afghan National Army’s 201st Corps in Pol-I-Charkhi, Afghanistan. During deployment he managed information technology infrastructure projects across four installations while supporting forward operations in central and eastern Afghanistan. From 2011 to 2013 CAPT Tanner served as Commanding Officer of NR SPAWAR 1020 supporting the Navy’s Information Warfare Systems Command and as Assistant Chief of Staff for Strategy, Plans and Policy (N5) on the SPAWAR Reserve Program national staff. Following his SPAWAR command, CAPT Tanner was selected as Commanding Officer of NR NAVIFOR OPS, leading a unit of 50 officers and enlisted in support of Cyber Readiness and Training for the Navy’s Information Warfare Type Commander. Following this major command tour, he was selected to serve as the Reserve Information Professional Community Lead on the Navy Information Forces Reserve Command staff. During this tour, he was selected for recall to active duty to serve as the Reserve Component Director for Fleet Cyber Command / US Tenth Fleet, where he also served as the Assistant Chief of Staff for Communications and Information Systems (N6) and the Deputy Command Information Officer (CIO).
In his civilian career, Mr. Tanner has held positions with multiple technology companies, most recently as a Senior Associate with Booz Allen Hamilton’s Strategic Innovation Group, specializing in Digital Technology implementation and strategy focused on Cloud Computing, Enterprise Collaboration, Open Innovation and Enterprise Security. He has supported several defense clients including the Joint Staff Office of the Chief Information Officer, the Defense Information Systems Agency, Naval Special Warfare Group 10, and US European Command. He most recently led a team of 35 implementing digital open source solutions for the FDA’s Center for Tobacco Products.
CAPT Tanner holds numerous personal decorations and awards including the Legion of Merit with Gold Star, the Meritorious Service Medal, the Navy and Marine Corps Commendation Medal with Gold Star, the Army Commendation Medal, and the Navy and Marine Corps Achievement Medal with Gold Star.
