Mr. Les Hubbard serves as the Program Executive Officer for Manpower, Logistics and Business Solutions (PEO MLB), where he oversees an enterprise information technology (IT) portfolio providing solutions in support of Naval manpower, logistics and business capability needs. The PEO MLB mission provides acquisition oversight and management for a portfolio of programs chartered to provide systems and services which enable the Navy to accomplish day-to-day business functions and operations. These systems and services provide Human Resources, Financial, and other business management solutions.

Previously, Mr. Hubbard served as the Executive Director of the Program Executive Office for Enterprise Information Systems (PEO EIS), where he ensured cross-program coordination and planning to drive the transformation of a portfolio of 10 offices responsible for the acquisition of a variety of enterprise systems including defense business systems, hosting solutions, network solutions, and software solutions.

Mr. Hubbard was appointed to the Senior Executive Service in April 2019. Throughout his career, he has held significant roles in the acquisition and support of Navy communications and network systems as a systems engineer and program manager.

Mr. Hubbard previously served as Command Information Officer, a Senior Level position, for the Naval Information Warfare Systems Command (NAVWAR). Prior to that assignment, he served as Program Manager for Shore and Expeditionary C4I Systems Integration, Program Executive Office, Command, Control, Communications, Computers, and Intelligence (PEO C4I).

Mr. Hubbard began his federal career in 1987 at the NAVWAR field activities in Vallejo and San Diego where he was a project engineer and project manager on multiple Navy Satellite Communication System programs. His career continued with assignments at NAVWAR headquarters and PEO C4I where he served as Assistant Program Manager (APM) for the SHF Satellite Communications Program and military communications Principle APM, the Deputy Program Manager for the Submarine Communications Program Office, and the NAVWAR Assistant Commander for Acquisition and Program Management.

Mr. Hubbard earned a Bachelor of Science in Electrical Engineering and a minor in Mathematics from California State University, Fresno. He earned a Master of Science in Global Leadership from the University of San Diego.
