Kevin Burnett is the Technical Director for the Program Executive Office for Manpower, Logistics, and Business Solutions (PEO MLB). In this role, he establishes and drives the technical vision for the PEO with an emphasis on data, innovation, workforce empowerment and digital transformation.

Mr. Burnett joined PEO MLB in June 2020 as acting Technical Director following a one-year rotation as a “Pioneer in Residence” with the Assistant Secretary of the Navy, Research, Development and Acquisition (ASN RD&A) Agility Cell (NavalX). In this role, he helped stand up NavalX and established the Digital Line of Effort to connecting Government, industry and academia.

Prior to NavalX, Mr. Burnett was Enterprise Systems & Services’ (E2S, PMW 250) first Technical Director. Established in January 2018, E2S supports a wide array of Navy, Marine Corps and other Department of Defense (DoD) customers with modern application development, delivery and operation. As Technical Director, Mr. Burnett was responsible for the technical vision, cloud strategy and innovation efforts across the program office.

Mr. Burnett began his federal service in 2001 as an engineering intern at the Naval Research Laboratory where he built wearable computers for the USMC. His responsibilities included performing applied research in advanced display technologies and leading the development of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) applications. In 2007, he joined the Net Enabled Command Capability (NECC) at Defense Information Systems Agency (DISA) as the deputy for the technical operations and support branch. In 2009, he was selected as the Chief Engineer for the Global Command and Control System-Joint (GCCS-J). In this capacity, he was responsible for the technical direction and strategy for modernization, as well as oversight of operations for the Joint Command and Control System of Record.

In November 2012, Mr. Burnett transferred to the Space and Naval Warfare Systems Command (SPAWAR), which was renamed Naval Information Warfare Systems Command (NAVWAR) in 2020, engineering competency (5.0) in Arlington, Va. to become the Assistant Program Manager-Engineering for the MyNavy Portal program in the Sea Warrior Program (SWP, PMW 240) where he led the technical strategy and implementation of MyNavy Portal, a one-stop web portal used by Sailors to manage all of their human resources needs throughout their Navy careers. He was promoted to Technical Manager for SWP in November 2014 and was responsible for cloud strategy, objective architecture and Single Point of Entry (SPOE) strategy for the Deputy Chief of Naval Operations Manpower, Personnel, Education and Training (OPNAV N1) transformation efforts.

Mr. Burnett originally hails from New York, N.Y and has a Bachelor’s of Science in electrical engineering and a Master’s of Science in electrical engineering. Additional certifications include Amazon Web Services (AWS) Solution Architect, Agile Scrum Master/Product Owner, Lean Six Sigma, LUMA Design Thinking, Lean Agile Startup, and Defense Acquisition Workforce Improvement Act (DAWIA) level III Information Technology (IT), Program Management (PM) and Systems Planning, Research, Development and Engineering (SPRDE).
