Mr. Boykin is the Deputy A4 Chief Information Officer (CIO) and Chief, CIO Support Division (A4PA), at Headquarters U.S. Air Force, Pentagon. Mr. Boykin’s team sets and implements the Air Force’s Basing and Logistics IT strategy to enable A4 to achieve decision advantage in the era of Great Power Competition. He resources, manages, modernizes, and transforms an IT portfolio worth $2B+ across the FYDP. He directs the consolidation of mission data into the Basing and Logistics Analytics Data Environment (BLADE), the integration of A4 Financial Improvement and Audit Remediation (FIAR) efforts, and the transformation of IT systems to improve the user experience for Basing and Logistics Airmen.

Mr. Boykin began his career in January 1998 as a Satellite Network Controller in the United States Army where he supported DoD Strategic Satellite communications impacting operations across the United Nations, NATO, and Joint Chiefs of Staff missions throughout his time in uniform. In 2005, he joined the Civil Service and throughout his career held numerous positions supporting DoD Enterprise IT and Long-Haul communications across military services both at home and in Europe.
