As Director of the Army Office of Business Transformation (OBT), Mr. Swan supports the Under Secretary of the Army through strategic leadership of the Army Business Enterprise. His responsibilities include all aspects and performance of OBT’s initiatives. The overarching goal of these activities is to provide ready forces at best value to the Nation.
Mr. Swan graduated from Indiana University of Pennsylvania with a Bachelors of Science in Geology. Upon graduation, he commissioned into the Army as an Infantry Office and later attended the Engineer Officer Advanced Course and the United States Army Command & General Staff College, and the Army School of Advanced Military Studies. Throughout his distinguished career, Mr. Swan served in a multitude of positions including Company Commander, Battalion S 3, Battalion Commander, Senior Service College Fellow at the JFK School of Government at Harvard University, Brigade Commander, Director of both Army Transformation and TRADOC Concepts Development and Experimentation, Commanding General of the Coalition Military Assistance Training Team during Operation Iraqi Freedom, and Deputy Commanding General Support of 4 th Infantry Division, also during Operation Iraqi Freedom.
Mr. Swan retired from active duty while serving as the Director of Strategy, Plans, and Policy (G 3/5/7). After thirty two years of service, and attaining the rank of Brigadier General, he transitioned to become the Deputy Director of the Office of Business Transformation in 2011. After serving for eight years he was promoted to the Director’s position in 2018.
