Carlton Shufflebarger is the Acting Director of the IT Services Subcategory within the Information Technology Category (ITC), Federal Acquisition Service (FAS). The Federal Acquisition Service provides buying platforms and acquisition services to Federal, DoD, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services.

Mr. Shufflebarger is responsible for a portfolio of contracts that provide government agencies with a diverse set of IT services valued at over $15 billion annually. These offerings include Alliant 2, 8(a) STARS II, VETS 2, Multiple Award Schedule SINs 132-50, 51, 52, 56 and 20.

Additionally, Mr’ Shufflebarger has held a number of diverse positions within ITC including Acting Deputy Assistant Commissioner for ITC; Deputy Director, Office of Telecommunications Services (OTS); and Deputy Director, Portfolio Management. During this time he was involved with a number of major ITC initiatives such as the transition to a new operating model and developing business approaches to support the new organization including budget, strategic planning, communications, and IT tools.

Prior to joining ITC, Carlton was the Director, Business Development for General Supplies and Services (GSS) where he supported Global Supply’s transition to a new business model, and marketing GSA’s Personal Property Program and all non-IT MAS schedules. He began his career with GSA as the Business Management Director in the Center for Innovative Acquisition Development in GSS where he was instrumental in leading the adoption of a new strategic direction for the acquisition center.

Before coming to GSA, Carlton worked for the U.S. Postal Service for over 20 years in various field and headquarters staff and management positions in marketing, strategic management, and operations.
Carlton has an MBA from Virginia Tech and an M.S. focused in Organizational Leadership & Innovation from Marymount University. He successfully completed the U.S. Postal Service's Advanced Leadership Program and the Partnership for Public Service's Excellence in Government Fellows Program.
