Mr. Carter is the Director, Human Resources Systems Division, Air Force Program Executive Office for Business and Enterprise Systems (AFPEO BES), Air Force Life Cycle Management Center (AFLCMC/HIH), Joint Base San Antonio - Randolph, Texas. Mr. Carter leads a 260-person division executing $70M per year in the development, fielding and sustainment of world-class information technology to automate Air Force personnel and payroll processes. Programs underway enable paperless military promotion boards, improve supportability for military personnel data systems, streamline civilian personnel processes, and provide an Air Force integrated personnel and pay system (AFIPPS).

Mr. Carter served as an officer in the Air Force from October 1985 to October 1989. His civil service career has included SOF/PR and Rotary Aircraft procurement/modification/sustainment (CV-22, AC-130, EC-130, HC-130, MC-130, HH-60G, UH-1N, TH-1H), cyber acquisition and fielding, air traffic management, the DOD's satellite cryptography program, special projects support, the AF information assurance mission, and National SIGINT support activities. He has served in the Electronic Security Command, Air Force Intelligence Command, Air Intelligence Agency, San Antonio Air Logistics Center, Electronic Systems Center and the AF Life Cycle Management Center.

Mr. Carter and his wife, Karen, have three children.
