Louis A. Koplin is the founding Chief Information & Technology Officer (CI&TO) for PAE Mission Systems, a $17B/yr unified Naval acquisition organization forging decisive combat power by rapidly delivering superior information and warfare capabilities. In this capacity, he is focused on improving the Mission Experience for Sailors, Marines, Civilians, and industry partners; enabling enterprise Data and frontier AI; and accelerating the Technology Lifecycle from pilot to divestment.
Most recently, Mr. Koplin served as the Program Executive Officer (Acting) and the Executive Director of PEO Digital and Enterprise Services. There, he led a team of over 1,300 personnel executing $2B/yr to deliver a world-class digital experience at the speed of mission. His signature achievements included migrating the Marine Corps and Navy to unclassified and secret clouds, implementing the first DoW-certified Zero Trust solution three years early, fielding next-generation software-defined networks and P-LEO commercial satellite connectivity, integrating AI into cyber operations, and scaling technology pilots into enterprise services. As a result, the Navy became the first government winner in 2025 of the Forrester Technology Strategy Impact Award.
Prior to this, Mr. Koplin served as the Deputy CTO for the Department of the Navy Chief Information Officer (DON CIO), overseeing modernization and technology efforts across Navy and Marine Corps IT. He previously drove enterprise digital transformation as the Logistics IT Portfolio Manager on the staff of the Deputy Chief of Naval Operations (OPNAV N4). He began his career at Naval Supply Systems Command (NAVSUP) Weapon System Support (WSS) in Philadelphia, PA, managing global weapon system supply chains and distribution logistics.
Mr. Koplin is the recipient of a Warfighting Acquisition Excellence Award for Team Innovation, two Navy Meritorious Civilian Service Awards, and the ADM Stan Arthur Team Award for Logistics. He received a B.S. in Computer Science and B.A. in History from Pennsylvania State University (2001), a Certificate in Systems Analysis from the Naval Postgraduate School (2007), and an M.S. in Supply Chain Management from the Syracuse University Whitman School of Business (2012).
