Dr. Georgianna “George” Shea is a nationally respected cybersecurity leader and Chief Technologist at the Foundation for Defense of Democracies (FDD), where she leads the Transformative Cyber Innovation Lab (TCIL). With over 30 years of experience spanning federal and commercial sectors, she has authored influential policies and technical guidance on software supply chain security, quantum resilience, zero-trust security, and national risk management. Her work has directly shaped Department of Defense acquisition strategies and informed congressional briefings on emerging threats to critical infrastructure.

A frequent speaker and published thought leader, Dr. Shea has delivered keynotes and panels at global forums including the World Economic Forum’s Cyber Future Dialogue, MIT Sloan, Georgetown’s CSET, and Columbia SIPA. Her commentary on topics such as Cyber-Informed Engineering, Quantum-Safe Cryptography, and Operationalizing SBOMs has appeared in peer-reviewed journals, technical briefs, and national policy reports. She served on the President’s Council of Advisors on Science and Technology (PCAST) Cyber-Physical Systems Working Group and continues to advise national initiatives.

She has taught cybersecurity at multiple universities, including Colorado Technical University, the University of Maine at Augusta, Denmark Technical College, and the University of South Carolina, where she developed both online and in-person courses. Since 2024, she has mentored early-career and veteran students through Cyber Guild Rise and also volunteers with Goodwill of Colorado. From 2022 to 2023, Dr. Shea served as editor of the American Legion Post 206 newsletter, which won first place nationally under her leadership.

Dr. Shea earned a Doctor of Computer Science in Information Assurance, a Master of Science in Computer Information Technology Management, a Bachelor of Science in Computer Science, and an Associate of Arts in Mathematics. She holds a CISSP certification (ISC²) and served in the U.S. Army from 1992 to 2001.
