Mr. Michael M. Gomes is the Director of Contracting Operations (ConOps) for U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG),
Maryland, a major contracting center of the U.S. Army Contracting Command. There he leads initiatives to streamline acquisition processes and support Contracting Officers in delivering innovative solutions for the Army’s mission. In ConOps Mr. Gomes and his team support thirteen buying divisions, staff, and the Senior Contracting Official through policy initiatives, engagements, training, compliance, audit support, cost and price initiatives, contract administration, and competition advocacy.

Prior to this role, Mr. Gomes served as a Chief of the Contracting Office (COCO), overseeing complex procurement operations, and driving strategic initiatives to improve acquisition outcomes. A U.S. Air Force veteran with nearly 16 years of federal service, he is a former Contracting Officer and Agreements Officer with extensive experience in complex procurements. He holds an MBA from the University of Alaska Fairbanks and a Master of Studies in Law in Government Procurement Law from The George Washington University.

Mr. Gomes is considered a subject matter expert in intellectual property and contracting for sustainment. He leverages his expertise to mentor acquisition professionals and foster collaboration between government and industry. He is dedicated to driving smarter acquisition strategies and supporting the Army’s evolving operational needs.

U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) is a geographically dispersed contracting center responsible for enabling Army readiness by supporting Army-wide research and development efforts and mission critical contracting for program executive offices, institutional Army customers, and the warfighter. It is authorized over 900+ personnel at eleven (11) locations in Arizona, Florida, Maryland, Massachusetts, North Carolina, Pennsylvania, and Virginia. ACC-APG executes more than 21,000 contracting actions annually, valued at more than $15 billion. ACC is a major subordinate command of U.S. Army Materiel Command.
