Kendra Charbonneau is a Computer Scientist with United States Air Force and supports the Business and Enterprise Systems (BES) Directorate, Maxwell Air Force Base, Gunter Annex, Alabama. The BES portfolio is comprised of more than 150 programs, 2,300 military, civil service and contractor support personnel located at four bases throughout the United States with total annual funding of $1.3 billion and supports enterprise contract vehicles valued at $32 billion. The organization acquires, operates, and sustains operation support information technology for the Air Force and the Department of Defense.
Mrs. Charbonneau has served as Supervisory Lead Engineer, Program Engineer, Division Chief Enterprise Architect, and Enterprise Agile Transformation Coach throughout her Civil Service career. In 2019, Kendra started measuring the Enterprise of BES for agile maturity using an innovative agile maturity model and criteria specifically for the organization. Throughout the last three years, BES has observed a 65% improvement in agile maturity among programs in the PEO and a significant digital transformation throughout the organization. She has collaborated with industry partners and BES senior leaders to help shift the organization from waterfall to agile development to meet the needs of the warfighter at the speed of relevance. Throughout the efforts of coaching program teams, she identified the common challenges which increased complexity for programs transitioning to agile and DevSecOps practices and helped to clear blockers and communicate the findings throughout the Air Force. Kendra currently serves as the Lead Systems Engineer over War Planning and Execution Portfolio, Medical Systems Portfolio, and Aviation Resource Management Systems Portfolio within BES.
