Dave Spencer serves as the Acting Technical Director for the Program Executive Office for Manpower Logistics and Business Solutions’ (PEO MLB) since March 2022. In this role, he establishes and drives the technical vision for the PEO with an emphasis on data, innovation, workforce empowerment, and digital transformation.
Prior to becoming Acting Technical Director, Mr. Spencer was the Technical Director for PEO MLB’s Enterprise Systems and Services & Innovation Support Systems (E2S & ISS) portfolio. As E2S & ISS TD, he helped establish ISS, shaping its structure and advocating for funding. Mr. Spencer’s team drove PEO MLB’s adoption of Flank Speed (FS), establishing PEO MLB’s Teams governance structure, portfolio Teams, and providing assistance as team members transitioned to FS.
Mr. Spencer’s government career began in 2018 as the Cloud Solutions Architect for the Enterprise Systems and Services (PMW 250) Program Office. In this role, he established the PEO’s first Cloud Migration Strategy, piloted the Navy’s first Software-as-a-Service (SaaS) application, and reduced Amazon Web Services (AWS) migration timeframes from 25 months to less than 10 (including a full authority to operate) through use of Infrastructure as Code (IaC) and a heavy dose of organization change management.
Prior to joining government service, Mr. Spencer was a digital signals processing developer for radar and sonar applications. He transitioned to systems engineering and completed the AWS Solutions Architect certification where he fell in love with cloud computing.
Mr. Spencer earned a bachelor’s degree in computer engineering from Virginia Tech.
