Ms. Margaret A. “Peggy” Toth is the Program Manager for the Logistics Integrated Information Solutions
- Marine Corps (LI2S-MC) portfolio with the Program Executive Office for Manpower, Logistics and
Business Solutions (PEO MLB). She oversees a a portfolio of logistics information technology (IT)
solutions to enable USMC logistics operations across the enterprise, including logistics elements of
Command and Control (C2) and interoperability, as well as secure access to and the visibility of critical
logistics data.

Ms. Toth joined Marine Corps Systems Command as a federal employee in 2007 and served as the
Deputy Program Manager (DPM), Logistics Integrated Information Solutions – Marine Corps (LI2S-MC)
from March 2020 to June 2022.

From 2017 to 2020 she was the DPM, Customer Support and Strategic Sourcing (CS3), where she
directed four teams in establishing, executing, and managing performance under enterprise strategic
contracting vehicles for acquisition of information technology hardware, software, and services as well
as executing procurements in support of information technology lifecycle support. During her tenure
with CS3 she established an Information Technology Lifecycle Management framework and she led
implementation of PM CS3’s Agile Framework initiative to improve customer intake and
responsiveness. From 2015-2017, she served as Deputy Product Manager, Marine Corps Enterprise
Information Technology Services (MCEITS), where she led a $68M effort to achieve a full-scale refresh
of the Marine Corps enterprise data center and establish critical failover capability. From 2008-2017 Ms.
Toth was the Team Lead for Secure Operational Network Infrastructure and Communications (SONIC)
where she established a new sustainment program for the Marine Corps SECRET Internet Protocol
Network (SIPRNET), successfully executed a USMC-wide SIPRNET upgrade, established a USMCwide SIPRNET refresh planning cycle, and designed repeatable processes to request, approve, and
field engineering changes to SIPRNET environments throughout the Marine Corps.

Prior to beginning her federal career, Ms. Toth was a government consultant for 15 years, designing
Department of the Navy processes and information structures to meet DoD Investment Review Board requirements; providing professional services in the areas of Business Process
Engineering/Reengineering; Information Technology program planning and execution; federated
systems design and use case analysis; as well as system requirements development and
management. Ms. Toth’s customers included US Marine Corps Systems Command, Department of
Health/Food and Drug Administration, Defense Logistics Agency, and TRICARE Management Activity
as well as a multi-media network Consortium (Voter News Service).

Ms. Toth is a graduate of Creighton University and was commissioned in the US Army Reserve. She
attended the Transportation Officer Basic Course at Ft. Eustis, VA., and served as a Landing Craft
(Mechanized) Platoon Leader (464th Trans Co, Medium Boat), Mobilization Movements Officer (359th
Trans Bn), and finally as a Movements Coordinator (310 Theater Army Area Command/4th Movements
Region).

Ms. Toth is a Defense Acquisition Workforce Improvement ACT (DAWIA) Level III certified in both
Program Management and Information Technology, and holds certifications in Information Technology
Infrastructure Library (Foundations) as well as Scaled Agile Framework/enterprise (SAFe). She earned
a master’s in information systems from Strayer University.
