On 14 July 2024, Mr. Palumbo assumed duties as Deputy Command Information Officer, Naval Facilities Engineering Systems Command. His responsibilities include NAVFAC enterprise-wide information technology and shore infrastructure cybersecurity, digital transformation, competency development, and architecture in support of enterprise shore engineering and maintenance requirements and strategy.

Mr. Palumbo previously served as CIO, Naval Facilities Engineering Systems Command, Washington, DC. His responsibilities included IT support and cybersecurity oversight and policy for Navy and Marine Corps facility sustainment, restoration and modernization; military construction; acquisition, use and disposal of real property; environmental protection, planning, restoration and natural resources conservation; and safety and occupational health in Washington, DC, northern Virginia and Maryland. He has a total of almost 5 years government civilian service.

Mr. Palumbo served his last five military years in the Air Force Office of Information Dominance and CIO. This included Cyberspace Policy Branch Chief, ISR/C2 Integration Division Chief, Warfighter Integration Division Chief, and Chief of Staff to the CIO. In addition, Mr. Palumbo served as the US Central Command Joint Cyber Center Operations Division Chief during initial operations against ISIS, working directly with USCYBERCOM in developing operational procedures to counter ISIS in the cyberspace domain.

Mr. Palumbo served 24 years in the USAF, retiring in 2018 as a Lieutenant Colonel. His previous positions included Commander, 331st Recruiting Squadron; Deputy then Chief, USNORTHCOM Information Operations Division; Chief Air Mobility Command Global Reach and Enterprise Information Management Branches; Chief, Information Assurance for Multi-Nation Forces Iraq; he also held various positions at the squadron and group level providing communications and administrative support.
