Mr. Roy Harris was selected as Executive Director for Commander, Fleet Readiness Centers (COMFRC) in March 2019, responsible for more than 20,000 civilian, military, contractor and industrial personnel across nine Fleet Readiness Centers providing aircraft, engines, components and support equipment. COMFRC also provides in-service repairs and fleet support teams in support of the operational fleet globally, with an annual budget of $4.4 billion.
Mr. Harris was appointed to the Senior Executive Service in June 2015, serving as the Aviation Readiness and Resource Analysis Department Director within the Logistics and Industrial Operations Group at the Naval Air Systems Command (NAVAIR). He was responsible for analyzing logistics elements impacts, the characteristics of weapon systems, and operational deployment patterns on naval aviation readiness in support of the Fleet Response Plan. The Department’s products include readiness and resource assessments, total asset visibility, aviation maintenance information systems and logistics product data. These activities support Navy-wide efforts led by Commander, Naval Air Forces; Headquarters Marine Corps; and the Office of the Chief of Naval Operations to ensure resource plans are optimally balanced to produce the most affordable readiness solutions.
Mr. Harris began his career 30 years ago, in 1991, as an industrial engineer in the NAVAIR Cost Department, where he worked in a variety of cost estimating roles for major aircraft and weapon systems. He supported major acquisition programs such as the Joint Standoff Weapon, AIM-9 Sidewinder, V-22 Osprey, F/A-18 Hornet, EA-18G Growler and the E-2D Advanced Hawkeye. He last served as a competency manager responsible for all cost-related products supporting strike aircraft programs with annual investments of approximately $5 billion.
Mr. Harris earned his bachelor’s degree in industrial engineering from the Pennsylvania State University and his master’s degree in engineering management from the Virginia Polytechnic Institute and State University. He is a graduate of the NAVAIR Engineer and Scientist Development Program and the NAVAIR Senior Executive Management Development Program. In September 2010 and March 2019, he received the Department of the Navy Meritorious Civilian Service Award.
