Ms. Atlas Eftekhari serves as the Deputy Program Executive Officer (DPEO) for Contracts Administration for the Program Executive Office for Manpower, Logistics and Business Solutions (PEO MLB). The DPEOContracts Administration oversees all aspects of the management, administration and oversight of PEO MLB contracts and manages the day-to-day procurement-related activities, including the generation of all Contractor Support Services (CSS) contract requirements.
Ms. Eftekhari sets the overall direction and strategy for the Assistant Project Manager - Contracts (APM-Cs) in the portfolio offices to ensure concurrence of work efforts across the PEO MLB enterprise. She oversees supplier/vendor performance and execution of all contracts administration functions (Contract Data Requirements Lists (CDRL), Award Fee and Contractor Performance Assessment Reporting System (CPARS)). Ms. Eftekhari also manages contract/procurement demand, the enterprise contract strategy, tools, metrics, process/policy, toolkits and contracts-related training for the PEO MLB organization. She provides procurement planning guidance and advice to procurement owners and develops, integrates and executes Service Level Agreements (SLAs) with Department of Defense (DOD)/Department of the Navy (DON) organizations in support of enterprise contracts administration.
Ms. Eftekhari has more than 20 years of experience supporting the DoD, specializing in programmatic and contractual executive leadership in IT, defense business systems and weapon systems acquisition management. She served on a variety of key leadership positions throughout her career including Systems Engineering and Technical Assistance (SETA) Contracting Officer’s Representative (COR) for all of PEO Space Systems (SS) PMW-146 support contracts. She also served as the Mobile User Objective System (MUOS) Business Manager, responsible for the MUOS Satellite Launch Campaign events supporting five MUOS satellite launches. Ms. Eftekhari also served as the MUOS Washington D.C. Liaison for engagements with external stakeholders in the National Capital Region (NCR) and supported the Deputy Assistant Secretary of the Navy (DASN) C4I/IO/Space on a special assignment.
Prior to beginning her government career in February 2010, Ms. Eftekhari was a Program Management Specialist for Booz Allen Hamilton. She served as the Contracts Lead for the Joint Tactical Radio System (JTRS), responsible for developing and executing the Wideband Networking Waveform Software contract. She was the Contract and Acquisition Execution Team Lead supporting the MUOS Director of Operations (DOO) and the Contracts Lead to the MUOS Deputy Program Manager (DPM). She also served as an Adjunct Facilitator for the Pacific Region conducting internal training classes for the firm in the area of Project Management Fundamentals and Microsoft Project Scheduling.
Ms. Eftekhari is Defense Acquisition Workforce Improvement Act-certified Level III in Program Management and is a certified Project Management Professional (PMP). She earned a bachelor’s in biology from George Mason University and a master’s in computer science from Southeastern University.
