Mr. Laird serves as the Assistant Commander for Supply Chain Technology / Systems Integration (N2N6) for Naval Supply Systems Command (NAVSUP), providing authoritative top-level managerial and technical advice to NAVSUP executives on all Information Technology (IT) matters. He serves as NAVSUP’s lead expert in supply chain technology exploitation and systems integration, as well as the lead for supply chain surety and cyber protection. He manages NAVSUP’s annual IT budget and leads the associated strategic planning, investment control, workforce planning, and resource management efforts.
Prior to his time at NAVSUP, Mr. Laird was a member of the Defense Logistics Agency (DLA), where he served as the organization’s principal advisor for long range planning, strategy development, and operational/contingency plan building to integrate DLA Distribution’s capabilities into Combatant Command (CCMD) and Military Service plans. He was directly responsible for coordinating with CCMD staffs and developing logistics support annexes, enabling DLA operations across all phases of full spectrum operations.
Mr. Laird entered the civilian service in 2000, in which he spent the majority of his career designing supply chain system solutions, managing data center operations, and implementing state-of-the-art hardware/software architectures. Mr. Laird also spent more than a decade with the United States Army. As a commissioned officer, he served in both command and staff roles and led multiple units through DoD Transformation initiatives, overseeing the training, readiness, deployment, safety, and overall well-being of personnel.
Mr. Laird earned an MBA in 2005 and holds both Project Management Professional
(PMP) and Six Sigma Black-Belt certificates. He also holds DAWIA certifications in both Program Management and Information Technology. He received the Meritorious Civilian Service Award in 2016.
