Mr. Steve Mapes currently serves as the Chief of the Office of Small Business Programs with the Defense Counterintelligence and Security Agency (DCSA), and has been with the organization since July of 2018.

Mr. Mapes began his Military career in 1988 at the United States Army Infantry School, Ft. Benning, Georgia, and retired from active duty in 2009.

Following his military retirement, Mr. Mapes continued his federal career with the U.S. Army as a Product Manager for the Army’s Program Executive Office - Soldier, partnering with industry to field over 26,500 individual Soldier systems.

From 2011 to 2014, while serving at PEO Soldier, Mr. Mapes chaired the North Atlantic Treaty Organization (NATO), Soldier Working Group, in Brussels, Belgium, where he ratified multiple Standard NATO Agreements for Soldier systems standardization.

From 2014 to 2017, Mr. Mapes served as Deputy Director, and Senior Policy Analyst for the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics (OUSD(AT&L)). Mr. Mapes collaborated with the Armed Services, Joint Staff, and Combatant Commands to draft rapid acquisition policy, and Global Defense Posture Guidance.

From 2017 to 2018, as part of the Defense Senior Leader Development Program, Mr. Mapes was detailed to the Department of Veterans Affairs (VA), as the Director for Organizational Change Management in the VA’s Office of Budget & Finance, and then to the Department of Labor, as Senior Strategic Analyst for the DOL, Veterans Employment and Training Services (VETS).

Mr. Mapes holds the highest DoD certification for Program Management, and is a member of the Federal Acquisition Corps. Mr. Mapes holds a Master’s degree in National Resource Strategy from the National Defense University, a Master’s degree in Procurement and Acquisitions Management, and a Bachelor’s degree in Science and Administrative Studies.
