Ms. Andrea S. Armstrong currently serves as the Director for the Office of Small Business Programs, Aberdeen Proving Ground (OSBP-APG). In this role, Ms. Armstrong is the principle advisor to the Commanding General of Aberdeen Proving Ground, ensuring effective implementation of the Army Small Business Program. She provides small business advocacy oversight as the primary liaison between Army Contracting Command-APG and CECOM, C5ISR and Tenant Activities. Ms. Armstrong manages a small business program that average $12.0 billion annually in contract obligations.
Prior to her current role, Ms. Armstrong served as the Mission and Installation Contracting Command (MICC), Director of Contracting for Fort Gordon, GA and Director of Contracting for Fort Meade, MD. During her career, Ms. Armstrong also held positions of responsibility as the Executive Liaison for Arlington National Cemetery, Small Business Specialist for MICC Fort Hood, Contracting Officer for the Army Test Evaluation Command (ATEC) Mission Support Contracting Activity, she served as Agency/Organization Program Coordinator for the ATEC Government Purchase Card Program, as well as a Management Analyst for the Directorate of Resource Management Fort Rucker, AL.
Ms. Armstrong’s experience covers a number of supported programs, operations, and organizations, to include for the Department of Defense (DoD) High Performance Computing Modernization Program, the Defense Research and Engineering Network (DREN), Resource Management Online (RM Online), Warfighter Information Network-Tactical (WIN-T), Cyber Battle Lab, TRADOC Capability Manager for Network & Services/Cyber (TCM-N&S and TCM-Cyber). Ms. Armstrong entered the Acquisition Corp for Contracting in 2002.
A graduate of Troy University, Ms. Armstrong earned a Bachelor of Science degree, Human Resource Management and a Master’s of Science degree, Management with a concentration in Leadership. She is a member of the Army Acquisition Corps and is DAWIA Level III Certified in Contracting.
