Ms. Danielle M. Moyer (SES) was appointed Executive Director of the U.S. Army Contracting Command–Aberdeen Proving Ground, Maryland on 10 April 2023. ACC-APG is a major contracting center of the U.S. Army Contracting Command with 15 buying divisions in 10 locations. As Executive Director, Ms. Moyer manages and leads a geographically dispersed contracting center responsible for enabling Army readiness and modernization by supporting Army-wide research and development efforts and mission-critical contracting initiatives for program executive offices, institutional Army customers and the warfighter. ACC- APG’s procurement expertise also includes foreign military sales, Other Transactional Agreements (OTA), cooperative agreements, depot-level maintenance, and grants. As Executive Director, Ms. Moyer leads an organization of 900+ contracting professionals who execute more than 25K contract actions annually valued at $20+ billion.
Prior to appointment as ACC-APG Executive Director, Ms. Moyer served as Deputy Executive Director of the United States Army Communications-Electronics Command (CECOM) Software Engineering Center (SEC), an organization of 2,300+ military, civilian and industry employees providing state-of-the- art software engineering products and services for the Army and Department of Defense. As Deputy Executive Director, Ms. Moyer also led the CECOM Office of Acquisition Support which oversees the award and execution of all CECOM contracts.

Before selection as CECOM SEC Deputy Executive Director, Ms. Moyer served as Chief of the Contracting Office (COCO) at ACC-APG where she was responsible for thousands of contract actions supporting the R&D, production and sustainment of C5ISR hardware and software systems totaling $7 billion. As COCO, Ms. Moyer supported Program Executive Office (PEO) Aviation and the Army Rapid Capabilities Office (RCO). Prior to promotion to COCO, Ms. Moyer served as ACC-APG Branch Chief supporting the Program Executive Office for Command Control and Communications-Tactical (PEO C3T). As branch chief, Ms. Moyer led the transfer, competition and award of the $12 billion Joint Tactical Radio System (JTRS) program contracts from the Navy to the Army in record time. Ms. Moyer also led the requirement, solicitation and award of the $37 billion Responsive Strategic Sourcing for Services (RS3) Contract. Ms. Moyer was instrumental in pioneering two critically important contract initiatives; long-term sustainment considerations in contracts developed at private expense and no profit/ fee on incidentals in contracts. Ms. Moyer also supported the Rapid Equipping Force (REF), the Joint Improvised Explosive Device Defeat Organization (JIEDDO), PEO Soldier and the United States Army Corps of Engineers.

Ms. Moyer earned a Bachelor’s Degree in Business Administration from the University of Baltimore and a Master’s Degree from the Naval Postgraduate School.

Ms. Moyer's awards include the Medal for Meritorious Civilian Service, the 2015 Army Acquisition Executive Excellence in Leadership Award and the 2012 and 2013 Army Contracting Command Annual Award for Excellence in Acquisition Change Advocate for Major Weapons Systems.
