Ms. Denise S. Baylor is the Director of Small Business Programs, Air Force Life Cycle Management Center (AFLCMC), Program Executive Officer for Business and Enterprise Systems (AFPEO BES) at Maxwell Air Force Base-Gunter Annex, Montgomery, Alabama. She serves as the chief advisor to the PEO on all aspects of small business matters. She has been charged with overseeing small business acquisition policy, outreach, strategic initiatives and advocacy for small business, exceeding BES small business goals for the last 8 years. Ms. Baylor facilitates, counsels, and mentors various types of small and large businesses by providing advice regarding acquisition procedures, information regarding proposed acquisitions, and instructions on preparation of proposals in the interpretation of standard clauses, representations, and certifications.

Ms. Baylor holds a Bachelor's Degree in Business Management from Alabama State University, and Master's Degree in Military Operational Art and Science from Air University, Air Command and Staff College. Ms. Baylor has thirty-seven years of experience in contracting and small business supporting the Department of Defense. She is a Contracting Officer with an unlimited warrant and she holds an Acquisition Level III professional certification in Contracting. Ms. Baylor has a number of personal and command decorations including the Exemplary Civilian Service Medal, AFCEAN Small Business Person of the Year and numerous Letters of Commendation.
