Mr. Adam J. Nucci is currently the Deputy Director of Strategic Operations, Headquarters Department of the Army G-3/5/7. Before assuming this position, Mr. Adam J. Nucci was the Cyber Capabilities Technical Director in the Deputy Assistant Secretary of Defense’s Command, Control, Communications, Cyber, and Business Systems (C3CB) Directorate. He was responsible for the integration of cyber capabilities requirements and cyberspace operations. As the Technical Director, he led coordination,
synchronization, and integration of operational cyber capabilities within the Office of the Secretary of Defense and alongside the Joint Staff, Combatant Commands, the Intelligence Community, and the Armed Services. He was a recognized leader in development and implementation of strategy, new capability initiatives, planning, programming and forecasting disruptive capabilities. He served as USD (A&S) liaison to US Cyber Command, and led acquisition efforts to deliver cyberspace operations capabilities for Joint Urgent and Emerging Combatant Command Operational Needs.

He has served as the Associate Director for ISR and Cyber Issues in the Office of Joint Operations support where he acted as the OUSD (AT&L) lead on both the Battlespace Awareness and C4&Cyber Joint Staff functional capability boards, as an integrator of major budget issues for the Office of the Assistant Secretary of Defense, Acquisition.

Mr. Nucci also served as the Deputy Director for Technical Intelligence in the Office of the Director, Defense Research & Engineering where he led a multi-component, international, cross-intelligence team to measurably improve the effectiveness of Science and Technology (S&T) Intelligence. He sponsored the National Academy of Sciences to develop a sustainable forecasting approach to highlight trends and shocks, and he expanded the relevance and utility of the DoD Technical Net Assessment Program by integrating technical threat intelligence into strategic planning, budgeting and policy development.

Prior to joining the Office of the Secretary of Defense, Mr. Nucci served as the Deputy Program Manager of the Office of Naval Research’s (ONR) Undersea Weapons Technology program and program officer responsible for strategic and technical leadership. He managed Sea Shield Future Naval Capability projects and special projects to characterize emerging strategic threats and develop US defensive options and counters. Early in his career, Mr. Nucci held positions as production, test and evaluation, and system design engineer at the Naval Undersea Warfare Center (NUWC) in Newport Rhode Island. As lead systems engineer on major weapon system design teams and service life extension programs he has received awards for successful Fleet introduction of capability and contributions to national security.

Mr. Nucci holds an MSEE from the University of Massachusetts at Dartmouth, a BSEE in Communication and Computers from the University of New Hampshire, a Minor in Philosophy, and attended the Federal Executive Institute Leadership for a Democratic Society (LDS) program. He has received numerous performance and special act awards including the Office of the Secretary of Defense Civilian Career Award.
