Edwin H. Oshiba, a member of the Senior Executive Service, is the Director of Resource Integration, Deputy Chief of Staff for Logistics, Engineering and Force Protection, Headquarters U.S. Air Force, Arlington, Virginia. He is responsible for the planning, programming and budgeting of weapons systems sustainment, equipment, and logistics and installations resource requirements. As part of the Air Force corporate structure, Mr. Oshiba monitors performance of operations and maintenance, working capital funds and investment programs, participates in program and financial review groups and advocates for financial adjustments to optimize force readiness. He oversees preparation and defense of these Air Force programs for the Office of the Secretary of Defense, Office of Management and Budget and Congress.

Mr. Oshiba was commissioned in the Air Force in 1989 upon graduation from Santa Clara University. He commanded three civil engineer squadrons and an expeditionary Prime Base Engineer Emergency Force, or Prime BEEF, group and served in a variety of positions at garrison, major command and Headquarters U.S. Air Force levels. He retired in 2015 in the rank of colonel and has since served as the Deputy Director of Civil Engineers, Deputy Chief of Staff for Logistics, Engineering and Force Protection, Headquarters U.S. Air Force, Arlington, Virginia. In his latest position as Director, Air Force Civil Engineer Center, he provided leadership to a 1,900-person primary subordinate unit, responsible for responsive, flexible full-spectrum installation engineering services. He was responsible for facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration and readiness and emergency management. Mr. Oshiba also directly oversaw the execution of $11.8 billion in contracts, indirectly controlled $49 billion in contract vehicles and managed $7 billion housing and $5 billion Enhanced Use Lease portfolios on an annual basis.
