Dale Rainey is currently the Director for the Office of Small Business Programs for the National Geospatial-Intelligence Agency. As the Director, Mr. Rainey is responsible for promoting the use of small, small disadvantaged, HUBZONE, women-owned (small), service disabled veteran owned businesses, historically black colleges / universities and minority institutions within NGA. Additionally, he is part of acquisition planning to ensure small businesses are provided an equitable opportunity for prime and subcontracting opportunities. Additionally, Mr. Rainey is heavily involved in market research.

Mr. Rainey has a breadth and depth of experience from several agencies and brings a tremendous amount of knowledge and dedication to the programs he supports. Mr. Rainey is retired from the Air Force after 23 years of service. He then transitioned to the Central Intelligence Agency where he managed multi-billion dollar programs for three years. He transitioned to the National Geospatial-Intelligence Agency in 2006 and has worked in various capacities in acquisitions/contracting. He transitioned as the Director, Office of Small Business Programs 30 September 2019 of this year. During his 35 plus years of federal government service, he has worked in the contracts acquisition field in various assignments. He was selected to participate in the Education With Industry (EWI) Program where he worked at Kodak in Rochester, New York to gain an understanding of how industry does business with the government; his next assignment was at Wright-Patterson Air Force Base in Ohio where he procured engines for the F-22 Raptor, the F-15 and F-16 Fighter Jets; his next assignment was to the National Reconnaissance Office (NRO) in Virginia where he retired from the Air Force. He was selected to work for the Central Intelligence Agency (CIA) with duty at the National Geospatial-Intelligence Agency. After three years with CIA, he finally transitioned to NGA in 2006. Mr. Rainey is committed to the small business program mission, the historically black colleges / universities and minority institutions programs and the small business community in support of National Security and our nation’s War Fighters.

Mr. Rainey earned an Associate Degree in Human Resource Management from the Community College of the Air Force and a Bachelor of Science Degree in Occupational Education from Southern Illinois University at Carbondale. Mr. Rainey went on to earn a Master of Science Degree in Business Administration from Central Michigan University along with an another Master of Science Degree in National Resource Strategy from the Industrial College of the Armed Forces.
