Ms. Youngs Lew serves as the Program Executive Officer for Digital and Enterprise Services (PEO Digital), where she oversees a portfolio of Navy and Marine Corps programs and projects relating to information technology (IT) networks, enterprise services and digital infrastructure.
Previously, Ms. Youngs Lew served as the Program Executive Officer Enterprise Information Systems where she oversaw an acquisition portfolio of programs and projects, with a $2 Billion annual budget, designed to enable common business processes and provide standard IT capabilities to the Navy and Marine Corps.
Ms. Youngs Lew was appointed to the Senior Executive Service in July 2013. Her career experience includes significant roles in all aspects of engineering and acquisition.
Ms. Youngs Lew began her federal career in 1986 as an engineer at the Naval Aviation Depot, North Island in San Diego, CA. Over the next 10 years, she supported the E-2C, F/A-18 and Common Avionics support equipment programs as Project Manager and Team Lead.
Ms. Youngs Lew joined the Space and Naval Warfare Systems Command (SPAWAR) in 1996 where her assignments across several program offices included tactical data links, external communications, and radio room systems.
In February 2005, Ms. Youngs Lew was named the PEO C4I Deputy Program Manager for the Communications Program Office (PMW 170) where she was responsible for satellite and tactical communications systems and navigation systems. In July 2006, she was selected as the Deputy Program Executive Officer for Platform Integration and Modernization. In March 2010, she became Program Manager for the Shore and Expeditionary Integration Program Office (PMW 790).
In May 2013, Ms. Youngs Lew was selected Executive Director for Program Executive Office for Command, Control, Communications and Computers (PEO C4I). In this capacity, she was responsible for integrating, executing and delivering capability in a $2.5 Billion annual portfolio supporting information needs for naval, joint, and coalition warfighters.
In 2016, Ms. Youngs Lew was selected as the Executive Director for Communications and Information Systems and Chief Information Officer (CIO) for the Commander, U. S. Pacific Fleet in Pearl Harbor, HI. As the fleet N6, she ensured Command, Control, Communications, Computer and Intelligence (C4I) capability for all afloat and ashore commands in the U.S. Pacific Fleet. As the CIO, she engaged in strategic C4I and IT initiatives within the Department of the Navy and the U.S. Pacific Fleet.
In 2017, Ms. Youngs Lew was selected to be PEO EIS, serving in that leadership role until the establishment of PEO Digital in 2020.
Ms. Youngs Lew holds a Bachelor of Science in Electrical Engineering and an Executive Master’s degree in Business Administration. She has earned numerous personal and team awards, including Navy Superior Civilian Service awards. She is a member of the Defense Acquisition Corps and holds a Level III certification in Acquisition Program Management and in Engineering.
